ABOUT THE AUTHOR A municipal judge in the city of Chattanooga, Tennessee, Russell Bean holds a law degree from the University of Tennessee. Former president of the Chattanooga Trial Lawyers Association, he is currently a member of the Chamber of Commerce, the Chattanooga Bar Association, and the Tennessee Bar Association, and he serves as governor with the Tennessee Municipal Judges Association.
